Carolina Park stands as the newer bookend to Park West, the older large master-plan to the south. Carolina Park runs a master association with sub-associations for Riverside and the Village townhomes, so the dues layer by section. Village single-family dues recently run around $1,285 a year, while Riverside is not a single-fee section and varies by filing, phase, and lot class. A Design Review Board oversees all exterior changes, with fee and deposit schedules for fences, pools, and remodels. The declarant still holds board-appointment control through the September 2028 development period, so the community is not yet homeowner-governed.

Most of Carolina Park falls in FEMA Zone X, but the Riverside Wando-edge lots on Sawyer's Island, Clambank Drive, and Dellinger's Point need a parcel-level flood review before you treat a waterfront listing as final. The SC-41 Corridor Improvements project targets a 2026 construction start with substantial completion around 2030, so expect lane shifts near the Park Avenue intersection. A sale can remove the 15 percent reassessment cap, so file the legal-residence application after closing if you plan to apply for the 4 percent primary-residence rate.
